I shot this video from my balcony. The reason for the parade is San Sebastian day on January 20th. What is San Sebastian day you ask? Well, my comprehension of the story is minimal because my teacher gave me a presentation in Basque about it. But, I believe the day exists because a few centuries ago San Sebastian was under french rule, and on this particular day the citizens revolted and marched through the streets. Hence the parades. Perhaps a google search will give you a better Idea of what it is.
